Expressly authorized the import of waste materials and regional pre-shipment inspection agency business announcements
To further strengthen the work of pre-shipment inspection of imported waste materials, according to "Import and Export Commodity Inspection Law Ordinance," Article 22 and "pre-shipment inspection of imported waste materials approved management agency (for trial)," the provisions of Article 6, 12 State General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as AQSIQ) on the authorization of pre-shipment inspection of imported waste materials (hereinafter referred to as the authorized pre-shipment inspection agency) and regional business announced as follows:
First, the AQSIQ of the pre-shipment inspection agency authorized to engage in exports to mainland China, the implementation of waste materials and pre-shipment inspection of the business areas of the regulations (see Annex 1), the authorized scope of business and pre-shipment inspection agencies should be regional implementation of the relevant pre-shipment inspection.
Second, since September 1, 2007 onwards, on the ship for loading or in Japan and other 39 countries and regions (hereinafter referred to as "designated area", see Annex 2) of the waste materials, waste materials overseas supplier enterprises should of loading or shipping to the corresponding region of the pre-shipment inspection agencies authorized to apply for pre-shipment inspection; without pre-shipment and pre-shipment inspection certificate made of waste materials prohibited entry.
Overseas supplier enterprises are free via the Internet, "electronic pre-shipment inspection of imported waste materials management system" (Address: psi.cnca.cn) application for pre-shipment inspection. Into the system by user name and password to apply to register the same channel for overseas supplier enterprises AQSIQ inspection and supervision of the Secretary to apply.
Third, loading or shipping does not belong to a designated area of the imported waste materials, foreign companies can supply the nearest pre-shipment inspection agencies to apply for authorization to provide the necessary pre-shipment inspection and testing conditions. Conditions can not be implemented due to limited pre-shipment inspection, and related goods can be delivered to ports in mainland China by the consignee to the port of entry inspection and quarantine authorities for arrival inspection; port of entry inspection and quarantine agencies to deal with these waste materials to implement all batches test.
Fourth, the loading referred to in this announcement refers to waste materials into containers or bulk transport way into the cabin, car or train wagon location.
The announcement referred to is the waste material shipped directly (including transport) of the shipment destined for mainland China port or station.
Referred to in this announcement refers to all test containers, car or train shipment of waste materials each box, car, wagon or landing are testing the implementation of dig box, bulk transport of waste materials for each module are implemented landing inspection.
