Chapter I General Provisions
In order to strengthen and regulate the import of solid wastes as raw materials
(hereinafter referred to as "waste materials"), registration of foreign
suppliers and the supervision and management, based on "Implementation
Regulations of Import and Export Commodity Inspection Law", "import can be used
as of the solid waste inspection and quarantine supervision and management
"(General Order No. 119), to develop the rules.
Article II of the rules applicable to foreign suppliers of imported waste
materials the registration and supervision of management. Registration of
foreign supplier management, including the admissibility of the registration,
evaluation, approval, change, continuity, daily supervision and management
matters.
Article III of Quality Supervision, Inspection and Quarantine (hereinafter
referred to as "AQSIQ") is responsible for foreign suppliers unified
registration of your case, review, approval, change, renewal and daily
supervision and management.
The state shall import of foreign waste materials supplier to implement the
registration system. Foreign suppliers in foreign trade contracts signed before
the AQSIQ shall obtain the registration.
Article foreign suppliers to apply for registration shall meet the following
conditions:
(A) with the host country (region) legitimate business qualifications;
(B) has a fixed office;
(C) familiar with and abide by Chinese inspection and quarantine, environmental
protection laws and regulations;
(D) to obtain ISO9001 quality management system, RIOS system certification;
(E) The enterprise shall ensure that its products comply with the waste of the
raw material to apply for registration in China to adapt safety, health and
environmental protection of the national technical specifications of the
mandatory requirements;
(F) has a relatively stable source of supply, and sources of supply have quality
control measures;
(Vii) in the last 3 years did not occur, significant security, health,
environmental quality issues;
(H) to apply for registration with the Internet and the ability to declare
pre-shipment inspection, with radiation detection equipment and other
appropriate infrastructure and inspection capabilities.
Chapter receive, review and approval
Article VI of foreign suppliers to apply for registration shall provide the
following materials:
(A) through the "solid waste as raw materials import inspection and quarantine
of electronic monitoring system" to generate and print the registration form
(see Annex 1);
(B) tax registration documents notarized, there is need to provide business
registration documents of commercial registration documents notarized;
(C) organizations, departments and job responsibilities of the statement;
(D) indicate the size of a fixed office space floor plans, a processing site,
and shall also provide processing site plan, can fully show the place, site or
the real video file more than three photos;
(E) ISO9001 quality management system certification or RIOS system, and color
copies and related operational guidance document.
Written materials submitted shall be controlled by Chinese or foreign language
text.
Article VII application for the registration of foreign suppliers to be via the
Internet "imported solid wastes as raw materials inspection and quarantine of
electronic monitoring system" to submit registration applications. After the
success of the electronic application within 30 days, to complete a written
application for registration materials submitted to the State Administration of
Quality Supervision.
Success in the electronic submission of application for registration, the

Article VIII AQSIQ registration application received written materials from the
date of 5 working days whether to accept the registration application to make
the decision:
(A) After review of the application materials are complete and meet the
statutory form, the issue of "solid waste as raw materials imported foreign
supplier registration application processing notice" (see Annex 2, hereinafter
referred to as "Notification of Acceptance").
(B) Upon review, the application materials are incomplete or do not meet the
statutory form, on the spot or within 5 working days, inform the applicant of
all corrections and issue a "solid waste as raw materials imports of foreign
suppliers Notice of registration materials to apply for correction "(see Annex
3), notify the applicant to make corrections. Fails to inform, and from the date
of receipt of application materials shall be accepted.

Article IX AQSIQ supplier of acceptance foreign application for registration
within 10 working days from the date of composition of expert review group, the
implementation of a written assessment. Experts, not including the time required
for review.
Review group on foreign suppliers to submit a written application materials

Article AQSIQ from the date of receipt of evaluation report within 10 working
days to make the decision whether to grant registration, the assessment of
qualified foreign suppliers are allowed to register and issue "can be used as
raw materials imported solid waste registration certificate of foreign suppliers
"(see Annex 6, hereinafter referred to as" registration certificate "); for
reviewing nonconformities shall not be registered, the issue of" imported solid
wastes as raw materials not to foreign suppliers Notice of Registration "(see
Annex 7), and a written explanation, inform the applicant of the right to apply

Article XI of foreign suppliers of raw materials imported waste registration
certificate is valid for 3 years.

Chapter III changes, re-apply and extend
Article XIII content of the foreign supplier to change the registration, it
shall, within 30 days from the date of change in accordance with the Rules,
paragraph of Article VII of the State Administration of Quality Supervision to
submit an electronic application and submit relevant written materials:
(A) the name or the legal representative of the change, the author of Article VI
of these Rules, the provisions of two materials;
(B) of the address changes, and submitted to the rules of Article VI of the
first, second, four required materials;

Article XIV of the registration of foreign suppliers new types of waste
materials should be submitted to the State General Administration of Quality

five required materials.
Article XV AQSIQ shall receive the foreign supplier to change registration
application within 20 working days to decide whether to grant registration to
change the decision.
Article XVI of the names of foreign suppliers and the legal representative of
the per capita change, should be re-registered to the AQSIQ registration.
Article XVII of foreign suppliers for the continuation of the registration
period, it should be in the registration certificate expires 90 days prior to
the renewal application for the AQSIQ.
Article XVIII for extension of registration period of foreign suppliers should
be in accordance with the Rules, paragraph of Article VII of the State
Administration of Quality Supervision to submit an electronic application and
submit the following written materials:
(A) of Article VI of the Rules first, second, four required materials;
(B) the original registration certificate;
(C) The types of waste materials have been submitted to the registration of
waste materials each year pre-shipment inspection certificate and / or
inspection and quarantine of imported waste materials Customs Clearance copy (of

Article XIX AQSIQ shall receive continuation of registration within 90 days from
the date of the application to decide whether to approve the extension
registration decision.

Chapter IV Supervision and Administration
Twenty-one foreign supplier shall ensure compliance with registration
requirements, in accordance with the scope of registration to carry out supply
activities.
Twenty-two AQSIQ required for foreign suppliers to site inspections,
verification and other forms of supervision and management, including:
(A) inspect the warning foreign supplier quality management system
rectification;
(B) the foreign supplier by "imported solid wastes as raw materials supplier
registration of foreign-site inspection record" (see Annex 8) follow-up on-site
supervision and inspection from time to time.
AQSIQ twenty-three foreign suppliers based on the quality of the goods and the
quality system for the operating conditions, the level of dynamic evaluation of
its integrity, its implementation of category management.
Twenty-four has been made for registration of foreign qualified supplier of the
following circumstances, issued by the State Administration of Quality
Supervision Class A warning, revocation of their registration status:
(A) the provision of false immigration documents;
(B) the registration certificate or registration number used by the transfer of
other enterprises;
(C) export of waste, fraud and other ingredients of fraud exists;
(D) export of waste materials a serious failure or environmental projects the
risk of serious epidemic;
(E) B Class warning period, the recurrence of Class B warning triggered one of
the circumstances;
(F) does not match returned to;
(Vii) the failure of the waste materials have been returned once again arrived
in mainland China;
(H) does not accept or follow-up supervision and management of site supervision
and inspection that does not meet the "imported solid wastes as raw materials
inspection and quarantine supervision and management" (AQSIQ Decree No. 119)
provided for in Article VIII.
Twenty-five has been made for registration of foreign qualified supplier of the
following circumstances, AQSIQ issued Class B warning, inspection and quarantine
agencies to its output of waste materials for full implementation of a 90-day
test:
(A) or within one year of goods fail to match the cumulative environmental
projects failed more than 3 batches (including 3 batches);
(B) the quarantine inspection and to have greater risk of disease;
(C) pursuant to the provisions of this report in Article access has been revoked
and re-registered;
(D) on-site inspection found deficiencies in the quality control system.
Twenty-six foreign suppliers to conceal relevant information or provides false
materials in applying for registration, the State Administration of Quality
Supervision will not be accepted or not registered. The foreign suppliers may
not apply again within one year of the registration.
Foreign suppliers to fraud, bribery or other improper means to obtain
registration, the State Administration of Quality Supervision shall be punished.
The foreign supplier within three years may not re-apply for registration.
Chapter V Supplementary Provisions
Twenty-seventh Article of the Rules of the following terms:
Imports of solid wastes as raw materials, is included in the "restricted class
can be used as raw materials imported solid wastes" and "automatic licensing of
imports of solid waste as raw materials class directory", the competent
department of environmental protection approved by the importing country The
